To be effective, however, the process of "manufacturing dissent" must be carefully regulated and supervised by those who are the subject of the protest movement.

"Participants accredited NGOs were invited to mingle in a friendly environment with ambassadors, trade ministers and Wall Street moguls to several official events, including numerous cocktails and receptions. The hidden agenda was to weaken and divide the protest movement and guide the anti-globalization movement in areas that would not jeopardize the interests of the shop. Funded by private foundations (like Ford, Rockefeller, Rockefeller Brothers, Charles Stewart Mott Foundation for Deep Ecology), these "accredited" civil society had been positioned as lobbyists, acting on behalf of the movement officers popular. To be led by prominent activists their hands were tied. Ultimately contributed (unknowingly) to weaken the anti-globalization movement to accept the legitimacy of what is essentially an illegal organization. (The agreement of the Marrakech Summit 1994 that led to the creation of the WTO on January 1, 1995). NGO leaders were fully aware of where the money came from. However, within the U.S. and the European community of NGOs, foundations and charities are considered independent charitable bodies, other companies, namely, the Rockefeller Brothers Foundation, for example, is considered separate and distinct from the Rockefeller family empire of banks and oil companies. With the salaries and operating expenses based on private foundations, became an accepted routine: In a twisted logic, the battle against corporate capitalism has been a fight with funds from tax-exempt foundations against corporate capitalism. The NGOs were caught in a straitjacket, their very existence depends on the foundations. Their activities were monitored closely. Rather than challenge the legitimacy of the "deadly economic medicine" the IMF and World Bank, SAPRIN organization sought to build a participatory role for NGOs working closely with USAID and the World Bank. The aim was to give a "human face" to the neoliberal policy agenda, rather than reject the framework of the IMF and World Bank: "SAPRIN is the global network of civil society that took its name from the Structural Adjustment Initiative Review Participatory (SAPRI), which was launched with the World Bank and its president, Jim Wolfensohn in 1997. SAPRI is designed as a tripartite exercise to bring together civil society organizations, governments and the World Bank in a joint review of structural adjustment programs (SAPs) and the exploration of new policy options. It is legitimate role "active" civil society in making economic decisions, because it is designed to indicate areas in which changes in economic policies and in the process of economic policy are required. Similarly, the Trade Centre (formerly WTO Watch), which operates in Geneva is a project of the Institute for Agriculture Trade and Minneapolis (IATP), which is generously funded by Ford, Rockefeller, Charles Stewart Mott, and others.

It is an elitist meeting: Members are huge global corporations (with a minimum of 5000 million dollars in turnover year). Non-governmental organizations (NGOs) are seen as partners "interested parties" as well as a convenient "spokesman of the voiceless are often excluded from decision making." Foundation Ford gave basic support for the World Social Forum, indirect contributions through "partner organizations" from the MacArthur Foundation, the Charles Stewart Mott Foundation, the Friedrich Ebert Foundation, the W. Foundation Alton Jones, the European Commission, several European governments (including the Labour government of Tony Blair), the Canadian government and a number of UN agencies (including UNESCO, UNICEF, UNDP, ILO and FAO). In addition to the initial core support from the Ford Foundation, many of the organizations of civil society participants receive funding from major foundations and charities. In turn, the U.S. and European NGOs often function as secondary financing agencies funneling money from the Ford and Rockefeller partner organizations in developing countries, including farmers and human rights movements. The International Council (IC) of FSM is composed of representatives of NGOs, trade unions, media alternative, research institutes, many of which are heavily funded by foundations and governments. The same union, who are routinely invited to mingle with the CEOs of Wall Street in the World Economic Forum (WSF), including the AFL-CIO, the European Trade Union Confederation and the Canadian Labor Congress (CLC) are also part of the Council WSF International. Among the NGOs funded by major foundations is the Institute for Agriculture and Trade Policy (IATP), which oversees the Trade Centre in Geneva at the International Council of the Forum. Donor Network on Trade and Globalization (FTNG), which has observer status in the WSF International Council plays a key role. While channeling financial assistance to the FSM, also acts as a clearing house for large foundations. The FTNG described as "an alliance of aid dealers committed to building just and sustainable communities around the world." The members of this alliance are the Ford Foundation, Rockefeller Brothers, Heinrich Böll, CS Mott, Merck Family Foundation, the Open Society Institute, Tides, among others. In a bitter irony, subsidies, including the European Union money is used to fund progressive groups (like the WSF) involved in organizing protests against the very governments that fund their activities. "Governments have also been significant funders of protest groups. The European Commission, for example, funded two groups that mobilized large numbers of people to protest at the EU summit in Gothenburg and Nice. THE British National Lottery, which is overseen by the government helped finance a group in the heart of the British contingent. "

The WSF is a patchwork of individual initiatives that do not directly threaten or challenge the legitimacy of global capitalism and its institutions. It meets annually. It is characterized by a multitude of sessions and workshops. In this sense, a feature of the WSF was to keep the model "do it yourself", typical of the donors funding the G-7 against the Village since the 1990's. This seemingly disorganized structure was presented and used deliberately. While favoring the debate on a number issues, the framework of the WSF is not conducive to the articulation of a common coherent platform and a plan of action to stop global capitalism. Moreover, the war launched by the U.S. Middle East and Central Asia that broke out just months after the inauguration of the headquarters of the WSF in Porto Alegre in January 2001, there has been a central topic in the forum discussions. What prevails is a vast and complex network of organizations. Grassroots organizations in developing countries are unaware that their partner NGOs in the United States or the European Union, which provide them financial support, are funded by large foundations.
